Sanctioned vs Non-Sanctioned Oil and Petroleum Products
In today’s evolving geopolitical landscape, understanding the difference between sanctioned and non-sanctioned oil and petroleum products is critical for compliance and risk mitigation in international trade.
Not All Russian Oil Is Sanctioned
While some Russian-origin oil and gas products are restricted under EU, U.S., UK, and other jurisdictional sanctions, not all Russian energy exports are banned globally. The status depends on:
– Product type
– Buyer’s jurisdiction
– Export location
– Shipping routes and payment structures
For example, LNG (Liquefied Natural Gas) and certain petroleum derivatives may still be legally traded under exemptions or in countries not participating in sanctions. Additionally, refined products produced outside of Russia using non-sanctioned feedstock, or sold via third-party ownership structures, may fall outside sanction scope when properly structured.
What Are Sanctioned Products?
– Sanctioned products are typically:
– Originating directly from blacklisted entities or government-controlled companies
– Shipped via blacklisted vessels or ports
– Involving transactions through blocked banking systems
– Explicitly mentioned in OFAC, EU, UN, or UK sanction regimes
– Attempting to trade these products can result in:
– Blocked payments
– Vessel detentions
– Legal penalties
– Blacklisting of your company or banking partners
What Are Non-Sanctioned Products?
Non-sanctioned products may include:
– Oil and petroleum products sold by non-listed private Russian companies
– LNG or oil traded through neutral jurisdictions
– Products originating in Russia but refined/exported from third-party countries
– Trades structured in full compliance with applicable local and international laws
It is entirely legal and compliant to source from Russia under the right structures—provided all parties and methods are vetted through proper due diligence.
Why It Matters
At Cerberus Commodity, we distinguish clearly between sanctioned and non-sanctioned supply lines. Our in-house compliance and legal advisors continuously monitor:
– International sanction updates (OFAC, EU, UK, UN, Swiss SECO)
– Vessel tracking and shipping lanes
– Payment channels and financial institutions involved
– Documentation origin, chain of custody, and bill of lading history
We ensure every deal we facilitate is fully legal, traceable, and compliant with applicable rules.
Our Compliance Promise
– Full KYC/AML screening on all parties
– Verification of product origin and seller
– Monitoring of vessel and route clearance
– Documentation prepared in line with banking compliance protocols
– Optional legal opinion letters on non-sanctioned status
If you’re unsure whether a particular product or trade structure is sanctioned, we will gladly assess your inquiry confidentially and guide you through the correct legal path.
